Main Purpose

An HSEQ Officer will provide continuous on-site support, education, and training in Health, Safety, Environment, and Quality to employees and subcontractors. He will be responsible for ongoing monitoring, inspection, and auditing of the effectiveness of the FMM HSEQ system, procedures, and processes, and for ensuring that project-specific HSEQ requirements are implemented in the workplace.

Accountabilities

• Deliver HSEQ inductions and refresher sessions for new staff and service providers; conduct toolbox talks and maintain training records

• Provide on-the-job HSEQ training covering system procedures, JSA, COSHH, campaigns (e.g., heat stress, near miss reporting), and safety briefings

• Conduct regular inspections and spot risk assessments to ensure compliance with FMM IMS and site-specific safety standards

• Assist in internal and external audits; support documentation and follow-up actions as directed by HSEQ management

• Prepare Job Safety Analyses and contribute to Method Statement development; issue HSE Alerts based on lessons learned from incidents

• Monitor, investigate, and report HSE incidents, near misses, and VHRs; maintain and update the CAPA tracker and ensure timely closure of actions.

Operational

• Collaborate with project teams to review PDCA plans, assess hazardous substances, and ensure proper PPE selection and usage

• Support monthly HSEQ meetings, campaigns, and KPI tracking; maintain records for risk registers, legal compliance, and environmental impact assessments

• Coordinate with clinic and welfare officers for incident data collection; inspect first aid boxes and escalate discrepancies

• Participate in HSEQ committee meetings, ZHOT sessions, and contribute to continuous improvement initiatives across the project

• Perform other responsibilities as assigned by the HSEQ Manager, Senior Manager, or Director

Qualification

• University degree (preferably in Engineering or Science)

• Essential: Successful completion of NEBOSH IGC or an approved equivalent

• Additional HSEQ training (e.g., working at heights, roof work, IRATA, electrical safety, confined spaces, LOTO, waste management, etc.)

• Minimum of 2–3 years of experience as an HSEQ Officer or HSEQ Inspector
